RECRUITMENT DESCRIPTION:
The City of Ellensburg has a vacancy for a full-time Energy Resources Manager in the Energy Services Department.
The duties of this position are performed independently under the general supervision of the Energy Services Director and directly supervises assigned staff.
The Energy Resources Manager is responsible for oversight of the City’s agreements for wholesale power and natural gas supplies. The employee in this position will prepare cost of service analyses to ensure fair and equitable retail rates, develop and manage the Department’s energy efficiency, renewable resources, and sustainability programs, assist in developing the biennial budget pertaining to the operation of the power and gas management division, and play a key role in the monthly natural gas utility rate setting.

QUALIFICATION REQUIREMENTS:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
REQUIRED EDUCATION and EXPERIENCE:
- Bachelor’s Degree from four (4) year college or university in economics, engineering, public policy, law, business administration, planning, environmental policy, environmental science, or similar.
- Three (3) years of professional experience in a field related to utilities, energy, sustainability, public administration, or similar.
- Please Note: An equivalent combination of education, training, and/or experience may be considered.
- Valid State driver’s license or ability to obtain one by time of hire; must maintain an insurable driving record
- First aid and CPR certification or ability to obtain within six (6) months of employment.
SPECIAL REQUIREMENTS:
- Must be able to pass federally mandated pre-employment and random drug testing
- Thorough knowledge of electric and natural gas utilities as applicable to a municipal setting; City work plans and customer information systems; policies, laws, and regulations affecting municipal activities; energy utilization, energy efficiency and demand response practices; cost of service principals and analytic methods to ensure fairness and equity among retail rate classes.
- Working knowledge of environmental regulations and compliance; sustainability standards, principles, and practices; budget development.
- Skilled in operating the listed tools and equipment.
- Must be able to successfully perform the supervisory requirements of the position.
- Ability to establish courteous and cooperative working relationships with other employees, supervisors, the public, consultants, other governmental agency representatives, and City officials
- Ability to communicate in a clear, concise, and courteous manner, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public, in a manner appropriate for the audience.
- Ability to conduct necessary engineering research and compile comprehensive reports; learn, read, interpret, and apply and explain rules, regulations, policies and procedures.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; ability to compute rate, ratio, and percentage, and to draw and interpret bar graphs.
