Salary:  $7,021 - $7,941/month plus benefits – FLSA Exempt
 
RECRUITMENT DESCRIPTION: 
The City of Ellensburg has a vacancy for a full-time Finance Officer in the Energy Services Department.  The person in this position will ensure timely and accurate accounting and administrative support to the Energy Services Department, the municipality, and its utility customers.   
 
Will provide a variety of routine and complex analytical, technical, and administrative support to the Energy Services Department.  Assist in the administration of standard operating policies and procedures of the department.  Ensure financial system integrity through monitoring and analysis of a full range of accounting activities.  Perform complex accounting functions following the principles of accounting and financial reporting as set forth in the State of Washington Budget, Accounting and Report system (BARS), and City policies and procedures.

QUALIFICATIONS:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
 
REQUIRED EDUCATION and EXPERIENCE:

  • Bachelor’s degree in accounting, business administration, economics, or finance
  • Two (2) years of progressively responsible experience in a field related to utilities, energy, sustainability, public administration, business or similar
  • One (1) year of supervisory or leadership experience
  • Please Note: An equivalent combination of education and experience may be considered in lieu of some of the requirements above, as determined by Management
SPECIAL REQUIREMENTS:
  • Must be able to pass federally mandated pre-employment and random drug testing
  • Must possess a valid State driver's license, or have the ability to obtain one prior to employment
  • First Aid/CPR/AED certification, or ability to obtain within six (6) months
PREFERRED KNOWLEDGE and/or EXPERIENCE:
  • Experience in governmental accounting, project accounting, budgeting, fiscal management
  • Experience with federal/state grant management
  • More than one (1) year of supervisory experience
  • Bilingual English/Spanish
 NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
  • Working knowledge of principles and practices of modern public administration; considerable knowledge of Energy Services principles, practices, and methods as applicable to a municipal setting; thorough knowledge of applicable City policies, laws, and regulations affecting Department activities.
  • Skilled in operating the listed tools and equipment; must be proficient in the use of desktop and/or laptop computers and other modern technology, including Microsoft 365 and other programs, software, applications, etc.; must be able to quickly learn new technology required for the position.
  • Ability to accurately record and maintain records using modern records management techniques; ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public; considerable ability to communicate in a courteous and clear manner, verbally and in writing; ability to handle stressful situations.
  • Recognize the importance of handling all matters requiring confidentiality and/or sensitivity with care, requiring good judgment and a thorough knowledge of City policies and procedures.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations; ability to conduct research, write reports, business correspondence, and procedure manuals; ability to pull data from various programs to create reports; ability to communicate, present information, and respond to questions from groups of managers, clients, customers, and the public in a professional, clear, and concise manner at a level appropriate for the intended audience.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; ability to calculate figures and amounts such as sales tax, discounts, and percentages.
